TCA National Telematics Framework

The TCA National Telematics Framework comprises four elements and provides a nationally agreed and industry compatible and sustainable:

Policy and regulatory framework

  • Provision of a framework, where the National Telematics Framework administered by TCA as the policy-taker is separate to the use or application delivered by the Member/Jurisdiction (i.e. the policy-maker),
  • National legislative framework or contractually assured legal framework underpins usage,
  • The 'separation - of - powers' permits policy development across multiple spheres independently of the service delivery. As 'policy-taker' it is TCA's role to develop and make operational any new parameter or self-declared information requirements. How this is used along with existing parameters or self-declared information is the role of the 'policy-maker',
  • Nationally recognised certification, on-going audit and re-certification services.

Functional and technical platform

  • An open approach (performance based) to functional and technical solutions, being prescriptive as necessary to achieve interoperability as long as the output oriented specification is met,
  • Leveraging off existing standards and investments,
  • Evidentiary level technical provision,
  • Promotion and not hindrance of innovation.

Operational environment

  • Provision of a 'single' in-vehicle box supporting both multiple regulatory and commercial applications,
  • Public/private business outcome,
  • Modular based so enhancements can be relatively easily accommodated,
  • The monitoring of parameters and self-declared information is not 'hard-wired' to a specific use or application.

Commercial setting

  • Commercialised and commoditised service offerings supporting as needed multiple service providers,
  • Affordable and deliverable,
  • Risks are allocated to the party best placed to deal with and accommodate the risk,
  • Designed to be self-sufficient (i.e. self – funding) subject to number of subscribers.
