Electronic Work Diary (EWD)

Work is underway by TCA to implement the Electronic Work Diary (EWD) for regulators wishing to use it in Australia.

The EWD is, at its core, a road transport safety initiative which also provides for improved productivity, given effect and enabled through advances in telematics.

The EWD is an electronic system which records the work and rest times of a heavy vehicle driver, providing:

  • An alternative to paper written work diaries
  • A way to improve the management of heavy vehicle driver fatigue, and contributes to improved road safety outcomes.

The use of an EWD will provide strong assurances to all stakeholders (including road users and parties along the chain of responsibility) that work and rest periods for heavy vehicle drivers are being recorded accurately.

For this reason, regulatory requirements will need to be met by EWD Service Providers for the collection, storage and transfer of data.

Any electronic fatigue management system already available in the marketplace, or used across the transport industry, will need to be certified by TCA to be recognised as an EWD.

No EWD or EWD Service Provider has yet been certified or approved for use.

A national road safety initiative

The National Heavy Vehicle Regulator (NHVR) and Transport Certification Australia (TCA) are working together to implement the EWD.

The NHVR is the EWD Regulatory Framework Owner under the Heavy Vehicle National Law (HVNL), and is responsible for all aspects of the EWD which relate to Transport Operators and Drivers.

TCA is the EWD System Manager, and is responsible for all aspects of the EWD which relate to the telematics sector.

The NHVR and TCA will be coordinating the implementation of the EWD with the National Transport Commission (NTC), Australia’s road and transport agencies and Police.

Ongoing engagement with the road transport industry, the telematics sector and other stakeholders will form a crucial part of EWD implementation.  

EWD implementation timeframes

There are four broad phases to progress the implementation of the EWD:

  • Planning (completed)
  • Implementation (underway)
  • Going to market
  • Operation.

The planning stage took into account the number of participants within the EWD Operating Model, and necessitated a significant level of consultation and engagement between the Authority (NHVR), Road Transport Authorities and Police to understand each participant's level of preparedness, and alignment of expectations.

With the planning stage now complete, implementation of the EWD having commenced. TCA commenced EWD implementation activities on 1 March 2016.
