Being part of the Intelligent Access Program
In applying to enter an IAP Application a transport operator must use the approved method as specified by a jurisdiction. The information which must be gathered and submitted includes:
To obtain and maintain eligibility to participate in an IAP Application, a transport operator must:
- enter into the IAP Service Provider / Transport Operator Agreement with their chosen IAP Service Provider and maintain a valid contract for service;
- ensure that there is no conflict of interest with the IAP Service Provider;
- not permit tampering of an IVU and report instances of tampering or malfunction to the jurisdiction;
- ensure that their driver(s) are aware that their vehicle is being monitored, for the purposes of the IAP;
- instruct their drivers to immediately notify the transport operator of any malfunction of the IVU;
- notify the jurisdiction, within a prescribed time as set by the jurisdiction, of any cessation or modification of their operations that may have an effect on their eligibility to enter an IAP Application; and
- comply with the IAP Conditions.
Individual IAP Applications will have specific conditions associated with their membership. These specific conditions will be made available by individual jurisdictions that investigate, design and approve the IAP Application.
Operating under an IAP Application
A transport operator must undertake compliant behaviour when operating under an IAP Application and must abide by the conditions as agreed with the jurisdiction. The IAP Service Provider is required to monitor the heavy vehicle and report any non-compliant behaviour to the jurisdiction. A non-compliance report does not necessarily mean an offence. All non-compliance reports will be treated on a case-by-case basis and it will be the jurisdictions discretion on what action, if any, is taken against the transport operator.
Exiting the IAP
A transport operator must notify the IAP Service Provider and the jurisdiction of their exit from an IAP Application. Transport operators will automatically exit when their IAP Application ceases by the expiry date, or if their IAP Application is cancelled by the jurisdiction.
