The Intelligent Access Program (IAP) is a voluntary program which provides heavy vehicles with access, or improved access, to the Australian road network in return for monitoring of compliance with specific access conditions by vehicle telematic solutions.

National Legislation
The National Transport Commission (Model Legislation - Intelligent Access Program) Regulations 2006 provides the legal and privacy framework for the IAP. Jurisdictions will use the model Bill set out in the schedule to these Regulations to develop their own local legislation implementing the IAP.

IAP (and the Jurisdictional legislation which has been/ is being introduced to provide for it) is simply an enabling compliance mechanism; it is not intended to and does not change the existing wider legislative framework of powers and obligations of the Jurisdictions with respect to road transport within which they operate now and within which they will continue to operate.

Regulatory Impact Statement
The Regulatory Impact Statement (RIS) assesses the expected improvements in safety and efficiency that will be gained through the implementation of the IAP. The RIS also considers the economic viability of the IAP and its effect on competition.

Adapting the IAP to suit local requirements
The legislation provides a framework that allows jurisdictions to structure IAP Applications that may either form part of a national scheme or be tailored to meet purely local requirements. 

Specific IAP Applications may also be established by jurisdictions, with their IAP Conditions developed and/or negotiated between jurisdictions and transport operators. 

Transport Certification Australia is not involved in setting-up the IAP Applications as this falls outside its Purpose and Function.
