How the Intelligent Access Program Works

In summary, the Intelligent Access Program (IAP) operates as follows:

  • Heavy vehicles are fitted with an in-vehicle-unit (IVU) to enable monitoring of a number of vehicle parameters, including vehicle identity, position, time, speed and self-declaration of information. The transport operator applies to join a particular IAP Application through a jurisdiction (road authority).
  • This IAP Application includes a set of IAP road access conditions (IAP Conditions) designed by the jurisdiction and agreed to by the transport operator.
  • The transport operator engages an IAP Service Provider on a fee-for-service basis.
  • IAP Service Provider provides the compliance monitoring services. Ideally, they combine these services with other services that they currently provide to a transport operator e.g. fleet management.
  • The IAP Service Provider notifies the jurisdiction in a Non-Compliance Report whenever the transport operator is non-compliant with the IAP conditions they have agreed to operate within. A non-compliance report does not necessarily mean an offence.
  • Transport Certification Australia Limited (TCA) serves its Members and the community by ensuring that IAP Service Providers are certified and audited. TCA may use the services of IAP Auditors from time to time.
