Being part of the Intelligent Access Program
Individuals or organisations can participate in the Intelligent Access Program (IAP) in the capacity of Transport Operator, IAP Service Provider, IAP Auditor or Jurisdiction. The broad responsibilities of those involved including Transport Certification Australia (TCA) are explained:
- Transport operator is an operator of one or more vehicles who may be eligible to enter a scheme requiring an IAP compliance solution.
- IAP Service Providers are the private sector monitoring companies that provide telematics services, such as hardware, software and associated processes. They become certified to provide IAP services by meeting the necessary functional and technical, probity and prudential requirements.
- IAP Auditors are appointed by TCA to conduct audits of Applicants and IAP Service Providers. The role of an IAP Auditor is to report the findings of these audits to TCA and make recommendations, or provide advice on required actions, as appropriate. TCA may conduct an audit by itself and/or use the services of consultants or IAP Auditors.
- Jurisdictions are the road and transport authorities and agencies that establish schemes with an IAP compliance solution. Whilst each jurisdiction has their own IAP Applications, they have agreed to be consistent in the national administrative elements of the IAP.
- TCA ensures that IAP Service Providers are certified and audited and supports the development and implementation of the IAP.
