Transport operatorsA transport operator who operates one or more vehicles can enter the Intelligent Access Program (IAP) by seeking application through a jurisdiction (road authority).
The IAP is a voluntary program that jurisdictions have implemented. It provides a third generation of access to the road network, known as intelligent access. Transport operators may negotiate with jurisdictions to gain enhanced access to the road network and are granted approval in return for demonstrating compliance to specific operating IAP conditions. This compliance is monitored by using telematics services with an in-vehicle-unit.
These third generation schemes, which include an IAP compliance solution, are collectively referred to as IAP Applications and contain:
- existing sorts of conditions revolving around the utilisation of a heavy vehicle in Australia, such as licence, registration and driver age; and
- additional conditions around route and possibly speed and time (IAP Conditions), which are then monitored by telematics services to ensure a vehicle is in compliance.
Each transport operator, be it a small or large operator, needs to consider the productivity gains that an IAP Application will offer and determine if the benefits out-weigh the costs. One of the real benefits that the IAP offers the smaller operator is the ability to negotiate specific access conditions with a particular jurisdiction which are unique to their business and operations.
Participation in the IAP is not limited to a specific size. In fact, in designing the framework of the IAP it was recognised that a significant portion of transport operators consist of small organisations, most of which are owner operators. And so, the IAP has been designed to make it easy and simple for smaller operators to join and reap the benefits, just like their larger counterparts.
Transport operators enter into a fee-for-service arrangement with an IAP Service Provider. Of course, the transport operator may in addition to IAP, purchase commercial tracking services from the IAP Service Provider.
