Operational Fees and Other Charges for IAP Service Providers

Scope and calculation of the Operational Fee
Once an applicant has received certification and all necessary endorsements, it is able to commence operation as an IAP Service Provider. From that time, TCA will charge the IAP Service Provider an Operational Fee.

The Operational Fee covers the on-going review and audit activities performed by TCA to ensure that IAP Service Providers are meeting all of their obligations set out in the TCA/IAP Service Provider Certification Agreement and the IAP Functional and Technical Specification.

The Operational Fee also covers the routine operational activities associated with delivery of the IAP, such as the provision of the Intelligent Access Map to IAP Service Providers.

The Operational Fee will be a monthly fee for each vehicle the IAP Service Provider has signed up for participation in the IAP. IAP Service Providers will only be charged for the vehicles they have signed up.

TCA’s Board of Directors has agreed to fund a rebate to the Operational Fee in order to manage the diseconomies of scale until a more mature take-up occurs. The operational fee for 2010 is $36.30 (incl GST) per vehicle per month.

TCA will monitor the take-up of vehicles to the IAP and effect any appropriate adjustments to the Operational Fee. TCA's Board of Directors sets the Operational Fee annually. This will be reported on the TCA website, www.tca.gov.au, and the Operational Fee adjusted based on: 

  • The total number of vehicles participating in the IAP;
  • Further additional IAP parameters or self-declaration function being added changing on-going review and audit activities performed by TCA, and
  • Structural changes to the TCA Operating Budget.

Re-Certification and other Charges

Other user-caused or specified services will be charged on the basis of actual cost. Where applicable and practicable, TCA will provide a non-binding, indicative quote in advance of the service being delivered.

By way of example, for IAP Service Providers, these charges could include:

  • A request by an IAP Service Provider for specific ‘discretionary’ services from TCA;
  • The cost to TCA of remedial activity necessary to correct any deficiency in an IAP Service Provider’s operational performance, or
  • Re-certification of an IAP Service Provider system (part or whole) or issuing an updated endorsement (part or whole) of a specific type of IVU.

The IAP can be used for purposes other than heavy-vehicle applications. For such services, the charges are dependent on the costs incurred by TCA to perform the service, but the operational fee set out in Table 1 can be used as a guide.
