Intelligent Access Program Service Providers

All vehicles participating in the Intelligent Access Program (IAP) are required to have an in-vehicle-unit (IVU). The unit is supplied and operated by an IAP Service Provider who has been certified by Transport Certification Australia Limited (TCA).

It is expected that IAP Service Provider applicants may already provide telematics services such as, hardware, software and associated processes to transport operators. Ideally, an IAP Service Provider can combine their IAP services with other services that they currently provide to a transport operator such as fleet management.

An Applicant which meets the necessary probity, financial, functional and technical standards of the IAP is certified and permitted to provide IAP services. Any applicant seeking to become an IAP Service Provider must:

  • apply to TCA for certification as an IAP Service Provider;
  • satisfy TCA that it meets the certification standards;
  • pay TCA for the cost of certification , and
  • enter the TCA / IAP Service Provider Certification Agreement with TCA

Role of the IAP Service Provider
An IAP Service Provider installs and operates the IVU that monitors the heavy vehicle. The IAP Service Provider notifies the jurisdiction in a Non-Compliance Report whenever the transport operator is non-compliant with the IAP Conditions they have agreed to operate within.
