Moving towards the 'intelligent access' of our road network

The registration of a new organisation Transport Certification Australia (TCA) on 15 August, 2005 has marked a major step in Australian heavy vehicle transport reform.

Australian governments endorsed the decision to create TCA as a public company established under the Corporations Act.

TCA’s initial role is to support the Intelligent Access Program (IAP); a voluntary program used to monitor heavy vehicles using telematics services via the Global Navigational Satellite System and provide certification and on-going auditing assurance to third-party providers of the service.

Based in Melbourne, TCA’s objective in administering the IAP is to facilitate more productive and efficient use of the Australian road network through more predictable compliance with road transport laws.

All of TCA’s members have Director level representation. The inaugural Chair of the Board is Mr. Paul Forward, Chief Executive for the NSW Road and Traffic Authority.

“With the Australian freight task growing so rapidly, the days of simply adding more infrastructure to manage the task are not feasible,” said Mr Forward.

“We need to be smarter and more innovative in finding solutions to our freight transport challenges. The IAP permits improved access to the network with demonstration of compliance to operating conditions.”

TCA will manage national level issues associated with the IAP including the certification of service providers. Jurisdictions will continue to manage access to their road network developing schemes, permits and applications which utilise the IAP.

“IAP provides a win-win outcome to all parties,” said TCA’s newly appointed Chief Executive, Mr. Chris Koniditsiotis.

“The transport industry can seek improved access to the road network and in return use the IAP to demonstrate compliance to operating conditions. Jurisdictions can better manage heavy vehicle access and have confidence that overall the operating conditions are being adhered to. The telematics industry can enhance their businesses by seeking certification to provide the IAP in addition to their commercial services.”

TCA is currently being established, including recruiting qualified personnel and setting up systems to commence its primary functions.
