Transport operators to prepare for the IAP

Transport Certification Australia Limited (TCA), the company administering the Intelligent Access Program (IAP), is encouraging transport operators to prepare themselves for the IAP.

Chief Executive Officer, Mr Chris Koniditsiotis said with more than 2,000 vehicles pre-enrolled in New South Wales for the expanded HML network under the IAP, transport operators should find out if their existing telematics provider has intentions of becoming IAP-certified.

“We have been approached by transport operators interested in participating in the IAP and they want to know which telematics companies can provide them with IAP services” said Mr Koniditsiotis.

”The certification process has commenced and we expect to announce IAP Service Providers by the middle of 2007. To date, TCA has received at least one application and is expecting further applications (from Australia’s leading telematics companies) to progress through the certification process.

“Once IAP Service Providers are available, transport operators can commence using the IAP to negotiate enhanced road access conditions with the relevant road authority. And in the case of HML in New South Wales, the approval of certified IAP Service Providers will trigger the start of  a  transition process in which pre-enrolled operators must  fully enrol under the IAP and engage a IAP Service Provider  to obtain ongoing HML access in NSW ”, said Mr Koniditsiotis.

To protect transport operators against telematics companies claiming to be IAP-certified and claiming to offer IAP services, companies which have passed the certification process will be listed on the TCA website and will also be issued with an IAP certification symbol so they can easily be identified as IAP Service Providers.

In the meantime, TCA strongly advises transport operators to do their own homework by contacting their existing commercial telematics provider and asking them the following questions:
  • Are they aware of the Intelligent Access Program?
  • Do they intend applying for certification to become an IAP Service Provider?
  • Do they know the requirements of the IAP Functional and Technical Specification? Is their current telematics equipment compatible with the IAP Functional and Technical Specification, and if not, what will be the cost of modification?
