Taking the IAP to Market: Launch date announced

Transport Certification Australia Limited (TCA) today announced that subject to legislative requirements being met it will launch the Intelligent Access Program by the end of 2006.
The IAP is a world-class system using the global position system (GPS) to monitor heavy-vehicle compliance of road access.
TCA Chairman, Mr Steve Golding announced the launch date after the Board recently agreed that the IAP would be ready for national release by the end of 2006, subject to the model legislation being implemented.
“It is satisfying to say that TCA, subject to legislation requirements being met, will be Taking the IAP to Market – the program has come a long way since Transport Ministers approved the feasibly study in 2003”, said Mr Golding.
Mr Golding explained that when the IAP is officially launched, TCA will be able to receive applications from applicant IAP Service Providers and commence the certification process to ensure they meet the minimum requirements necessary to provide IAP services to transport operators.
TCA administers the IAP and certifies and audits IAP Service Providers, while the actual establishment and operation of IAP Applications are managed by jurisdictions. TCA is in effect the ‘wholesaler’ of the IAP, and the road authorities are the ‘retailers’, who apply the IAP to support their transport policies, Mr Golding added.
Australia’s road authorities are currently developing their administrative systems to support the IAP, and will start implementing an IAP environment when IAP Service Providers are certified. Some jurisdictions are expected to have IAP applications sooner than others. Importantly, the transport industry should consider using the IAP to negotiate enhanced access to the road network.
Recently, the Roads and Traffic Authority New South Wales announced the expansion of its Higher Mass Limits networks of which IAP is a condition. Until IAP Service Providers are available, road transport operators can operate under transitional arrangements that involve a pre-enrolment process. The national launch of the IAP will be supported with a marketing campaign to raise awareness of the IAP and how it can benefit transport operators participating in the program.
Mr Golding also invited telematics companies to engage with TCA so they can start preparing themselves for the certification process.
