TCA takes IAP to market -  New market created for telematics companies

The official launch of the Intelligent Access Program (IAP) in Sydney on 5 December 2006 attracted leading telematics companies seeking to add the IAP to their list of telematics and GPS service offerings to transport operators.

Mr Stephen Golding, Chairperson of Transport Certification Australia Limited (TCA) was joined by Mr Les Wielinga, Chief Executive of the Roads and Traffic Authority, NSW to officially launch the certification process for companies seeking certification as IAP Service Providers.

An IAP Service Provider will supply IAP services to transport operators participating on the IAP. IAP services comprise the evidentiary level provision of telematics services.

TCA Chairperson, Mr Stephen Golding said the IAP offers telematics companies with new business offerings and marketing opportunities by becoming certified IAP Service Providers.

“Here is a mechanism by which telematics companies are able to establish a benchmarked standard, to grow and complement their business offering and to capitalise on its inherent marketing opportunities for them to gain a competitive advantage,” Mr Golding said.

“The demand for IAP Service Providers should not be underestimated as they alone can offer IAP services to transport operators participating in the IAP”, he said.

TCA is ready to receive applications for certification as an IAP Service Provider from interested companies. Mr Golding invited interested companies to engage with TCA to facilitate their application.

Mr Golding said that TCA estimates that by the end of the 2010 financial year 8,500 vehicles will make the switch to IAP and he is encouraged by the latest pre-enrolment numbers from the first major IAP application.

On 1 July 2006, the NSW Government provided a significant commercial benefit to transport operators by expanding HML access arrangements in NSW – on the condition that vehicles pre-enrol for the IAP.

At the IAP launch, Chief Executive, Roads and Traffic Authority, Mr Les Wielinga, said since 1 July there have been more than 1,300 vehicles pre-enrolled for HML under the IAP.

“In New South Wales alone, we're seeing particularly strong interest in the IAP. This is driven by the fact that the commercial benefits to the road transport sector to be gained by obtaining improved access to the road network are simply too large to ignore”, said Mr Wielinga.

‘With a further expansion of HML access schedule for 31 December, including access to and within Sydney, I can only anticipate the high level of demand for the IAP that we will observe over the next six months”, he said.
