Expression of interest is sought for positions on the Intelligent Access Program Audit Panel, Transport Certification Australia announced today.
The Intelligent Access Program (IAP) is a voluntary program to allow heavy vehicles to have enhanced access to the existing road network. Vehicles operating in the IAP will be monitored by an intelligent transport system for compliance with specified access conditions such as vehicle position, speed and time.
The IAP remotely monitors heavy vehicles using telematics services via the Global Navigational Satellite System (GNSS). The telematics services are provided by organisations that have been certified as IAP Service Providers by Transport Certification Australia (TCA).
TCA Chief Executive Officer, Mr Chris Koniditsiotis said the Intelligent Access Program Audit Panel will consist of auditors who will perform initial and ongoing audit activity in order to enhance the transparency, integrity and public credibility of the Intelligent Access Program.
“In their initial role, IAP Audit Panel members will assess applicant IAP Service Providers who seek to be certified or re-certified,” said Mr Koniditsiotis. “In ongoing reviews and audits, the IAP Audit Panel will assess the IAP Service Providers’ adherence to the requirements of the TCA/IAP Service Provider Agreement,” he said.
Depending on their skills and experience, individuals or organisations may be appointed to the IAP Audit Panel by demonstrating auditing expertise in any one or more of the following categories:
- GPS and telemetry experts;
- Information technology operations;
- Business operations; or,
- Due diligence.
Responses to a Request for Tender are sought from suitably qualified organisations or individuals for positions on the IAP Audit Panel.
Parties seeking to tender are required to attend a mandatory tender briefing and presentation to be held in Melbourne on 12 May 2006. Bookings must be made by contacting Mr Stephen Coleman via e-mail to stevec@tca.gov.au by 5pm, Friday, 5 May 2006. The Request for Tender document will be made available after the tender briefing.
